City levels 1–5 — what is actually known

Requirement table

The official description says “city expansion” and “large cities.” It never lists a population gate. The table splits confirmed, community, and unknown so a search for “all city levels” does not get a fake complete chart.

How leveling actually moves

Housing alone does not raise the city. Population grows when homes have water, and workers only count if they can reach a job that can pay them. That loop is why the level-2 page and the workers page share the number 250.

There is no reliable report of an “upgrade city” button. People who are stuck are usually short of population, power, or a road, not short of a click.

Questions

Where is the level number on screen?

Guides disagree. One says there is no classic level badge and you infer it from unlocks. Another mentions a magnifying-glass demand icon. Treat the UI as version-sensitive in this beta.

Does demolishing drop my level?

Community reports say the level stays after you demolish. That is not in the official description. Confirm it on your own plot before you tear down housing.

Is the nuclear plant a level 4 building?

One community page claims level 4, 10,000–20,000 population and a 60-minute capture. None of those requirements was confirmed by the developer; do not use them as a verified target.
